§ 4.05.030. Restriction of fund.

The city council may appropriate the principal of the fund for expenditure only by ordinance, passed at a regular meeting of the city council. The ordinance shall declare the amount and purpose of the expenditure, and shall be considered only after it has been available to the public for a period of not less than ten (10) working days.
